TOPIC: MANDATORY MULTIPLE YEAR RETENTION OF STUDENTS AND DROPOUT RATES
ISSUE: State mandated multiple year-retention of third graders does not allow trained professionals closest to the student to determine best educational interventions. This procedure is negatively impacting the statewide drop out rate.
POSITION: Professional school counselors support a review of multiple year-retained students to determine the impact on ESE, ESOL, and general education students. An investigation of options other than multiple year retentions to meet the educational needs of the whole child is crucial. The review of good cause exemptions should specifically include consideration given for increasing parent involvement in retention decision-making and for children that have experienced trauma.

TOPIC: CHANGE DROP PROGRAM LANGUAGE
ISSUE: Florida school counselors are not consistently provided with an opportunity to continue in the role of a school counselor at the conclusion of the DROP Program.
POSITION: Include in legislation a change in language from classroom teacher to instructional personnel in existing DROP Program procedures so that instructional personnel including school counselors may return after completion of the DROP Program in a similar position statewide.

TOPIC: MONITOR CAREER EDUCATION LEGISLATION
ISSUE: Master’s degree trained professionals in school and/or career counseling positions are essential in providing advisement to the career planning of our future work force. These professionals take a holistic approach in the planning process to help individuals select appropriate career paths.
POSITION: School and career counselors need to be recognized as crucial participants in the career planning of all students by policy-makers.

ADMINISTRATIVE ISSUE

TOPIC: MONITOR IMPLEMENTATION OF DISTRICT LEVEL COMPREHENSIVE GUIDANCE PROGRAMS CALLED FOR BY HB 769/SB 1472 FROM THE 2004 LEGISLATIVE SESSION.
ISSUE
: 2004 legislation required all Florida school districts to design and implement annual comprehensive guidance plans designed to provide guidance and counseling services to all students in a systematic, accountable format.
POSITION: Review status of implementation efforts statewide.
